If you are a Canadian citizen stranded abroad, dealing with a lost passport, or facing urgent international travel before a regular passport can be issued, a Canadian temporary passport may be one option.
However, a temporary passport is not simply a faster passport that anyone can request. It is issued outside Canada by certain Canadian embassies, high commissions or consulates, generally where there is an urgent and proven need for travel or a residency requirement.
The final decision rests with the Canadian passport or consular officer handling the case.
If you are physically inside Canada, you would normally use urgent or express service for a regular Canadian passport instead of applying for a temporary passport.
This distinction is important because temporary passports, emergency travel documents, interim passports and urgent passport services are not interchangeable.

The Government of Canada distinguishes regular, temporary, diplomatic and special passports from refugee travel documents, certificates of identity and emergency travel documents.
What Is a Canadian Temporary Passport?
A Canadian temporary passport is a genuine machine-readable Canadian passport designed for short-term situations.
Unlike the familiar blue regular Canadian passport, the temporary passport has a white cover and only eight pages. Four are visa pages. It also includes a bio-data page, security features and a digitized photograph.
It is primarily intended for Canadian citizens abroad who have an urgent and proven need to travel or must satisfy a residency requirement before their regular passport can be delivered.
The Government of Canada specifically states that a temporary passport does not replace a regular passport.

How Long Is a Canadian Temporary Passport Valid?
A temporary passport is issued only for the period required for the approved travel.
Its maximum validity is one year, but this does not mean every applicant receives a one-year passport. A passport officer can issue one for a much shorter period based on the particular journey and circumstances.
A temporary passport cannot be extended.
That short validity is particularly important when travelling through countries that require a passport to remain valid for several months beyond the date of arrival or departure.
There is no universal six-month rule covering every country. Some destinations require six months of remaining passport validity, some require three months, and others use different rules.
Travellers should check both their destination and every transit country before relying on a short-validity temporary passport.
Can You Get a Temporary Passport in Canada?
Generally, no.
This is one of the most important corrections to the previous version of this article.
Canadian temporary passports are issued by eligible Canadian government offices abroad. You do not normally visit an ordinary Service Canada Centre inside Canada and ask for a temporary passport.
If you are already in Canada and need a passport quickly, the correct route is normally an urgent or express regular passport application.

Who Can Get a Temporary Passport in Canada?
A temporary Canadian passport is fundamentally a Canadian-citizen passport service.
Being a Canadian permanent resident is not enough. A permanent resident card is evidence of permanent resident status, not Canadian citizenship.
The Government of Canada’s fee instructions state that the temporary-passport service is for Canadians abroad with an urgent proven need for a passport in less than 20 business days who have applied and paid for their regular passport. Eligibility is still determined by the embassy or consulate.
That means having a flight in a few days does not automatically entitle someone to a temporary passport. The mission considers the urgency, evidence, identity, citizenship and circumstances of the application.

How to Apply for a Temporary Passport From Abroad?
The exact process can vary by country and Canadian mission, so the first step should not be paying a fee or simply arriving at an embassy.
- Contact the nearest Canadian government office abroad. Explain where you are, your citizenship, the problem with your current passport and exactly when and why you need to travel. Not every Canadian office provides the same level of passport service.
- Confirm that the mission considers you eligible. Canada specifically tells applicants to contact the embassy or consulate before paying for a temporary passport or emergency travel document.
- Explain and document the urgency. Depending on the circumstances, this may involve confirmed travel, a medical or family emergency, employment obligations, residency requirements or other evidence showing why regular processing cannot meet the need.
- Complete the passport application required by the mission. Applicants should use the latest official Canadian passport forms rather than forms downloaded from an unofficial website. The exact form depends on whether the application involves an adult, child, renewal or replacement.
- Provide citizenship, identity, photographs and supporting evidence. Requirements depend on the case. A permanent resident card should not be presented as though it establishes Canadian citizenship.
- Deal with any lost or stolen passport declaration where applicable. A valid passport that has been reported lost or stolen is cancelled and cannot simply be reused if it later turns up.
- Pay only after receiving instructions from the mission. Canada specifically warns applicants to confirm eligibility before paying temporary-passport or emergency-document fees.
- Follow the embassy or consulate’s collection instructions. A temporary passport is issued only after the passport or consular officer approves the case.
Canadian Temporary Passport Fees in 2026
Canadian passport fees changed on March 31, 2026. The old $110 temporary-passport fee is no longer current.
The Government of Canada now lists the temporary-passport fee as CAN$125.75 and the interim-passport fee as CAN$150.75.

The $260 figure sometimes quoted online is the old 10-year adult passport fee for Canadians applying outside Canada, not the temporary-passport fee. The temporary-passport fee was previously $110 before increasing to $125.75 on March 31, 2026.
The Government of Canada also states that for mailed applications, the applicable fee is determined by the date the application is received, not the date the applicant puts it in the mail.

How Much Is a Temporary Passport Plus a Regular Passport?
A temporary passport is usually connected to an application for a regular passport rather than being treated as a permanent substitute.
Using the current March 31, 2026 fees, the combined amounts are:

These totals are arithmetic combinations of the current published fees. The Canadian mission should confirm which charges actually apply to the individual case before payment.
What Is an Emergency Travel Document?
An emergency travel document is not simply another name for a temporary passport.
Canadian government offices abroad may issue one to a Canadian citizen outside Canada who is in an urgent situation and cannot obtain a temporary passport.
An emergency travel document has much narrower use.
It is generally valid for one journey to return directly to Canada, return to the traveller’s country of residence, or reach a Canadian government office that provides full passport services.
IRCC’s official fees report lists a CAN$50 adult emergency travel document fee and CAN$30 child fee for 2026–27.
However, the current online payment page has intermittently displayed an “Error loading fee” message. Applicants should therefore confirm the payable amount directly with the Canadian mission before paying.
What Is an Interim Passport?
An interim passport is another separate service.
The Government of Canada instructs people to pay an interim-passport fee only where they are unable to access or use their existing passport and that situation has been confirmed by a consulate or embassy.
As of March 31, 2026, the interim-passport fee is CAN$150.75, up from $135.
Do not choose an interim passport simply because it sounds quicker. The mission determines whether it applies to the circumstances.
What If You Are in Canada and Need a Passport Urgently?
Travellers inside Canada should normally use Canada’s expedited regular-passport services.

Urgent pickup must be requested at a passport office offering urgent service, not an ordinary Service Canada Centre. No appointment is required for next-business-day urgent service, but the applicant must provide proof that the passport is needed.
Express applications covering two to nine business days may also require proof of need.
Busy locations can prioritize travellers who need their passport within 48 hours.
The previous $110 urgent-pickup fee is outdated. It increased to $125.75 on March 31, 2026.
What If Your Passport Is Lost or Stolen Abroad?
A lost or stolen passport requires more than simply applying for another booklet.
Report the loss or theft to the nearest Government of Canada office abroad as soon as possible. Canada also recommends reporting theft to local police and requesting a police report where possible.
Importantly, a police report is not universally required for Canadian passport replacement, although it can assist with an insurance claim and individual countries can have their own local reporting or exit requirements.
Applicants replacing a valid lost or stolen passport generally need the Government of Canada’s declaration concerning a lost, stolen, inaccessible, damaged or found Canadian travel document, commonly Form PPTC 203.
If the missing passport was still valid, there is an additional $45 administrative replacement fee, on top of the cost of the new passport or other required service.
The $45 charge is not the price of the replacement passport itself.
If the situation is urgent, the embassy or consulate will determine whether a regular replacement, temporary passport or emergency travel document is appropriate.
For emergency consular help abroad, the Government of Canada’s Emergency Watch and Response Centre operates 24 hours a day, seven days a week.
How Do You Pay for a Temporary Passport Abroad?
Do not pay simply because you believe you qualify.
The Government of Canada specifically says to contact the office abroad first, confirm eligibility and pay only when instructed.
For online payment, applicants need access to a PDF reader, printer, valid email address and acceptable payment card. The receipt must be printed and included with the application.
Canadian offices abroad can accept Visa, MasterCard, American Express and JCB credit or prepaid cards, although local payment arrangements can vary by mission.
The payment card does not have to belong to the passport applicant.
If a prepaid card is used, Canada recommends keeping it for at least 18 months so a refund can be processed more easily if necessary.
What Happens to the Temporary Passport After Your Regular Passport Is Ready?
Receiving a temporary passport creates an additional responsibility that many travellers overlook.
The holder must sign a temporary passport exchange agreement.
The agreement states when and where the temporary passport must be exchanged for the regular, diplomatic or special passport. The exchange date must fall within 60 calendar days of signing the agreement.
The specified exchange location cannot be changed.
Depending on the circumstances, the exchange can be completed in person or by mail at a full-service Canadian mission, at the mission where the regular passport application was submitted, or through an eligible passport authority in Canada.
If exchanging by mail, Canada recommends using a traceable mailing service.
A third party can complete the exchange for the passport holder if that person has valid identification and written permission from the passport holder.
Canada’s current temporary-passport page states that a CAN$20 fee applies when exchanging the document in person at a passport-issuing authority in Canada.
If the regular passport is not claimed, it can ultimately be returned to the Passport Program for safekeeping.
Can You Fly Home to Canada With a Temporary Passport?
A Canadian temporary passport is an official machine-readable passport, but travellers should not assume that every country, transit authority or airline will treat a short-validity temporary document exactly like a normal 5- or 10-year passport.
Before travelling, check the rules for the destination and every transit country.
Potential problems include minimum passport-validity requirements, visas linked to a previous passport number, electronic travel authorizations, transit visas and airline-specific document checks.
Transportation companies can also enforce document requirements when deciding whether a passenger may board.
Canada advises travellers whose passports have been lost or replaced to check with their transportation company because the carrier may apply stricter validity requirements than the destination itself.

Does the Passport Need Six Months of Validity?
Not always.
The “six-month passport rule” is not one global rule. Different countries impose different minimum validity periods.
A traveller receiving a temporary passport for only the length of an urgent journey should therefore check whether the destination or transit country requires the passport to remain valid for three months, six months or another period after travel.
This should be checked before the temporary passport is issued and before flights are changed or purchased, because a document valid for the immediate journey may still fail another country’s entry or transit conditions.
What About Dual Canadian Citizens?
Dual citizens need to pay particular attention to the documents they use.
Canada states that Canadian dual citizens normally need a valid Canadian passport when flying to or transiting through Canada by air, subject to limited exceptions.
The other country of citizenship may also require the traveller to enter or leave using that country’s passport.
A temporary Canadian passport therefore does not automatically override another country’s dual-citizenship rules.
Travellers should check both Canada’s rules and the laws of their other country of citizenship.
Can a Child Get a Temporary Canadian Passport?
A Canadian child can potentially receive a temporary passport where the appropriate Canadian mission approves the urgent circumstances.
Child passport applications can involve additional documentation concerning parents, guardians, custody, decision-making responsibility or mobility rights.
Where a child travels alone, with one parent, with relatives or with another adult, a consent letter may also be advisable. Canada recommends consent documentation for children travelling abroad without all parents or persons with decision-making responsibility.
A child’s temporary-passport situation should therefore be discussed directly with the Canadian mission rather than assuming the adult procedure applies without modification.
Can a Canadian Permanent Resident Get a Temporary Canadian Passport?
Not merely because they are a permanent resident.
A Canadian passport, including a temporary passport, is a citizenship document issued to eligible Canadian citizens.
Permanent residents travelling back to Canada by commercial carrier normally need a valid PR card or, where appropriate, a Permanent Resident Travel Document.
Canada also issues separate refugee travel documents and certificates of identity to certain qualifying non-citizens in Canada.
Confusing these documents can lead to serious delays, particularly when someone is already outside Canada.
Is a Canadian Citizenship Certificate a Travel Document?
No.
A Canadian citizenship certificate proves Canadian citizenship, but it is not itself a valid travel document.
Someone who obtains proof of citizenship must still obtain the appropriate Canadian passport or travel document before relying on it for international travel.
This distinction becomes especially important when someone abroad has proof that they are Canadian but does not have a usable passport.
Canada’s New 30-Business-Day Passport Guarantee
Canada introduced an important passport-service change on April 1, 2026.
Eligible complete passport and travel-document applications that take more than 30 business days to process can qualify for a full refund of the application fee.
The refund is automatic.
The clock starts once the government has the complete application, photographs, supporting documents and required fees. It ends when the travel document is printed and verified. Mailing time is not included.
The policy is often described as “30 days or free”, but that should not be confused with a normal 30-business-day processing target. Regular passport service standards can still be considerably shorter.
An important correction to older descriptions of the programme is that the $25 consular services fee is also refunded where the eligible application meets the refund conditions.
Some charges are excluded from the Service Fees Act refund policy, including adult and child emergency travel document fees and administrative charges such as file transfer, certified copy, retention, pickup and the additional lost-or-stolen-passport replacement fee.
Urgent and express services operate under separate shorter service standards. If those standards are missed, applicants may be eligible for refunds under separate authorities.
Common Temporary Passport Mistakes to Avoid
The biggest mistakes are assuming a temporary passport can be requested at any Service Canada location, using the old $110 fee, paying before a Canadian mission confirms eligibility, assuming the document is automatically valid for a full year, forgetting the 60-day exchange requirement, or treating a PR card or citizenship certificate as though it were the same type of travel document.
Travellers should also avoid booking complicated connections before checking the temporary passport with their destination, transit countries and airline.
A temporary passport solves a Canadian passport problem. It does not automatically solve another country’s visa, entry, exit or transit requirements.
